There are a few reasons why many solo and les only models will not move to the next level.
I think firstly because they don't have to. They have made their fame doing what they do, and are making enough money without having to go harder.
Second is because of the advertising they get for not actually doing hardcore. The more they refrain from moving to the next level, the more people post everywhere that they should. This is indeed fantastic advertising. Many people would have found out about Sandy from posts saying "why does she not do hardcore".
Third is simply because they get vast amounts of work from producers hoping to be able to entice them to the next level. How many directors out there would like to be the first to get a Sandy Hardcore scene on their DVD. Scenes change on the day and by getting these models at the shooting, your half way there (but generally, remain half way there).
Many new models start out with the wrong advise from their agent. The agent purely wants to make cash and the harder the scene, the more the agent gets for their cut. Hence the reason why many babes start out instantly in hardcore or DP.
The correct way is to do solo and girl only. Hold at this level for around a year, maybe two and then when that model makes the move to hardcore everyone goes "ooooh, look what 'insert model name' just did... I gotta get that DVD" and everyone will buy up the next load of movies she makes. This reinvents her career and she then has a few more years before having to make the next level move. When she does hardcore from day one most people go "who is 'insert model name'? Why would I get her DVD!".
What is her next move then? DAP, DVP, etc and then what... TAP!, TVP, 2 baseball bats, etc. Its all about headlining and that is why babes who refuse, make the headlines and those who do it all... do not.
