For what it's worth I mailed this list to PB support earlier today, and got this answer:

These 4K videos will be added soon.

Seems like they listened to you @Gregorious, reports they have been added. Rescraped into my DB and it's now showing only the following 12 Videos are missing in 4K

I guess PB hasn't got much new material to work with so they decided to fix some endemic flaws. As of this morning there is not one single 4K video missing! Not one!

^Not one missing but 3 Rousse Black bukkake (+ Cam1 and Cam2) still not in 4K. Good news they have added the rest but this is worrying with lack of newly filmed scenes.

Edit: Not checked for a while but looks like they added a few new models on the models page recently.
