I have also that 403 problem as it returned once again. My IP is registed as I should live in the USA, which it’s strange as I live in Europe. I reported it to PB but they cannot solve it!?
I use my personal hotspot on my phone and than I could access and download. But I don’t like this workarounds being Diamond member !

I now remember talking with someone else having the same kind of problems a couple of months ago, and support could not help him. I figured then it was a one off thing, but apparently it's more frequent.

Not sure about right now, but in the past, they had a very basic IP check in place against account sharing. Basically, the links contained the IP address plus some hash, so the files hosted on a different server could authenticate the user. Now, since these days IPv6 is taking over, and because of the privacy extension, you can very well have a different IP on different routings even without a VPN. Maybe they should switch to allowing IPv4 only.

I was on ExpressVPN and no matter where n the world I set it to it kept giving me 403, no other sites were causing me issues just PB. Very annoying. I'm in Europe and set my VPN to other European locations, never used a USA location at all. Weird.
