To me it seems that this looks either like a new form of spam, or maybe some new business partner for sbando, maybe for some banner exchange or whatever?
I mean, if he has nothing to do with the sites he is linking to it would be a different story, huhh? But from what I see I gained the impression that this guy runs those pages he is linking to. So, why the hell he is not simply and nicely asking if some hotlinkin is ok, instead of just doing it?
What do you think?

i vote for a warning, and an edit of his post to remove the ccbill id and the like. next time he crosses the line, ban ban!
